The MAS NY Tarbiya department is composed of three main pillars, each working together to build the Muslim individual living in the United States. At the foundation of the department is both knowledge and faith. As one increases his/her knowledge and strengthens their spiritual connection with Allah swt, they in turn develop into a sound Muslim individual, create a healthy family dynamic and contribute to their community and society at large.
Chapter Tarbiya Dept Responsibilities and Position Descriptions
“Developing MAS members, empowering them with the necessary skills to carry out their work and give them the tools and knowledge that reflects the comprehensive and balanced understanding of Islam to help those around them to develop and grow.”
Responsibilities of the Chapter Tabiya Department:
1. Connecting Tarbiya principles and Wasati Understanding to all MAS-NY entities, including Subchapters and across departments.
2. Employ all forms of Tarbiya and ensure these methods are employed in a systematic manner:
○ Da’wah Fardiyya (Individual Da’wah)
○ Usar
○ Qiyams
○ Trips/Social Gatherings
○ Workshops/Seminars/Classes
○ Camps
○ Conferences
3. Development of MAS members through enforcing curriculum and programs that fulfill the mission of MAS.
4. Ensure members are clear on the identity of MAS as an organization, its structure, vision, mission, and goals.
5. Develop/Finalize Criteria for membership, promotional/entry and exit criteria.
6. Develop/Finalize follow-up system and evaluation for members.
7. Enforcement of the above-mentioned membership criteria that abide by the overall guidelines of MAS.
8. Determine areas of need within the chapter, subchapters, and/or all departments.
9. Increase quality and quantity of Naqeebs/Murrabbis via trainings.
10. Engage with members to have constant presence to make members of who we are as Tarbiya and as leaders/figures within the organization.
11. Develop stronger connection between Tarbiya and Youth, especially.
Position Descriptions and Structure:
Special Note: While the successful candidate(s) will be responsible for the fulfillment of the following duties, it is understood that in certain instances these duties will be delegated to volunteers, consultants, and subject matter experts as appropriate. The successful candidate(s) will be expected to be particularly comfortable and supportive of MAS’ mission, vision, core values, and methodology.
The official MAS-NY Tarbiya Department will consist of:
1. Tarbiya Director (or Co-Directors x2)
· Align Tarbiya Dept. of MAS-NY Chapter goals, vision, and mission.
· Organize and facilitate Sub-Chapter Tarbiya Executive Committee meetings.
· Follow-up with each Dept committee member, as necessary.
· Must establish a line of communication between themselves and other members of the committee and Subchapter naqeebs/naqeeb council.
· Responsible for finding an Assistant Director to fulfill role in case of absence and maintain consistency and continue work of Sub-Chapter Tarbiya Executive Committee.
· Directly updates and communicates with the Chapter President.
· Takes certain decisions/issues/proposals to Chapter Council for approval.
· Attend the CC meetings.
· Inform Tarbiya Committee of Chapter Council updates.
· Directly updates and communicates with the Chapter Tarbiya Director.
2. Secretary (PT/FT Paid Position)
Responsible for taking/writing Tarbiya Executive Committee meeting minutes.
· Sends meeting minutes via e-mail to Tarbiya Executive Committee within 48 hours of a meeting or conference call, unless otherwise specified or there is a valid excuse.
· Should follow-up with Executive Committee member regarding specific action items from meetings within appropriate time frame; this timeframe will be dependent on deadlines set by the Chapter Tarbiya Director(s) and the committee.
· Inform Executive Committee of upcoming meetings and send reminders along with the agenda via e-mail, text, and phone call (if needed/no response).
· Provides Evaluation Forms to Subchapter Tarbiya Directors to be disseminated to all subchapter Naqeebs.
· Provides Events Checklist and Events Budget/Disbursement Request forms for Chapter Tarbiya-related events and programs.
· Collects membership information from Naqeeb Coordinators to maintain BK/SI member database, which includes Membership and Contact Information.
· Responsible for creating and maintaining e-mail list for:
o MAS-NY Tarbiya Executive Committee
o MAS-NY Naqeebs and Potential Naqeebs
o MAS-NY Subchapter Tarbiya Committees
· Updates/Informs/Announces to general members about upcoming Tarbiya-related events (e.g. upcoming workshops, Camps, MMM, conferences, conventions, etc.) via e-mail and text.
· Follows-up with Chapter Tarbiya Department regarding issues related to membership and dues.
· Coordinates with Membership Officer regarding issues of membership issues.

PLEASE NOTE: Often, the Tabiya Department will form a working group, consists of experts from MAS and sometimes outside of MAS, that is project-specific. The lifetime of this working group will last from the inception of the project until its completion; e.g. forming a group to rebuild curriculum.
5. chapter Tarbiya Department, Administrator (contract):
Purpose: To manage the administrative affairs of the MAS-NY Tarbiya Department in a manner consistent with the national and chapter plans as well as the overall MAS mission and vision. The successful candidate is expected to be particularly comfortable and supportive of MAS’ mission, vision, core values, and methodology.
General Description: The MAS-NY Tarbiya Department Administrator is responsible for the administrative affairs f the Tarbiya Department and sits on the Chapter Tarbiya Executive Committee. He or she should possess the flexibility, courage and creativity that will be needed to propel the chapter and the organization forward. This job will be as challenging as it will be rewarding.

Expectations: In addition to the above responsibilities that are functional in nature, the following general requirements pertaining to routine activities and general conduct must be observed by the Tarbiya Department Administrator.
The Tarbiya Department Administrator shall interact with all persons and organizations, Muslim and people of other faiths, in a manner that reflects positively on MAS.
The Tarbiya Department Administrator shall conduct himself/herself at all times in ways that foster unity and a sense of inclusion among all members and local Muslim community, and promote participation in chapter and community activities.
The Tarbiya Department Administrator shall not discriminate based on madhahib, gender, race, nationality, ethnic origin, citizenship, political affiliation, or economic status.
The Tarbiya Department Administrator shall conduct himself//herself at all times in a manner that is respectful of the history and diversity of the Muslim community and must show sensitivity to the needs of the community.
Performance Measures: Performance is based on the employee’s ability to do the following.

Qualifications
Minimum of a BA/BS, ideally with an MBA, MPA or related advanced degree.
A minimum of 2+ years related not-for-profit experience.
Excellence in organizational management with the ability to attract, retain, and coach staff; manage and develop high-performance teams, set and achieve strategic objectives
Problem solving and analytical skills; creativity, out of the box thinking.
Deadline and detail-orientation with demonstrated ability to deliver on commitments.
Excellent command of the English language; excellent verbal and writing skills.
Complete confidentiality (All MAS-NY employees will be required to sign a confidentiality agreement.)
Strong attention to detail, with the ability to work efficiently with complex information and ensure integrity of the work product.

6. Chapter Tarbiya Department, Naqeeb Coordinator
Purpose: To develop Nuqabaa and potential Nuqabaa, empower them with the necessary skills to carry out their work and give them the tools and knowledge that reflects the comprehensive and balanced understanding of Islam to help those around them to develop and grow.
Responsibilities/ Performance Measures:
Maintain and update the Nuqabaa Whatsapp group
Keep Nuqabaa engaged through this whatsapp group with updates, announcements and helpful resources
Create and maintain a MAS-NY Nuqabaa and Potential Nuqabaa list
List should include individuals most updated information: Name, Phone number, email address, home address
Advanced list: Should include a profile of each naqeeb(a)
Conduct a minimum of 6 Nuqabaa trainings/meetings a year {virtual or physical} to improve and engage the naqeeb.
Work with subchapter Tarbiya directors to identify, equip and train potential nuqabaa to start usra groups
Conduct Naqeeb performance evaluation minimum of once a year
Collect data on Nuqabaa needs and engagement with organization.
Qualifications
A minimum of 5+ years volunteering/working with MAS
A minimum of 5+ years working as a Naqeeb(a) and running a usra
Excellence in organizational management with the ability to attract, retain, and coach staff; manage and develop high-performance teams, set and achieve strategic objectives
Problem solving and analytical skills; creativity, out of the box thinking.
Deadline and detail-orientation with demonstrated ability to deliver on commitments.

7. Chapter Tarbiya Department, Usra Coordinator
Purpose: To create and maintain usras in MAS-NY in a manner consistent with the national and chapter plans as well as the overall MAS mission and vision. The successful candidate is expected to be particularly comfortable and supportive of MAS’ mission, vision, core values, and methodology.
Responsibilities/ Performance Measures:
Create and maintain a MAS-NY Usra list
List should include Naqeeb and usra members: Names, Phone number, email address, home address
Advanced list: Should include a profile of each usra member, how often each usra meets, curriculum being covered
Create and maintain a list of MAS-NY members who have yet to be placed in an usra
Work with subchapter Tarbiya directors and Chapter Naqeeb Coordinator to place members into an usra
If there is a naqeeb shortage: create solutions to provide members with a substitute for an usra.
ex: virtual usra/halaqa
Ensure all MAS NY leadership is placed in an usra
Lead the IT Guru group to create a usra tracking system
Once developed: Work with subchapter Tarbiya directors & Chapter Naqeeb Coordinator to train nuqabaa on how to use the system
Follow up with Subchapter Tarbiya directors to ensure nuqabaa are using the new system
Conduct Usra member performance evaluation minimum of once a year
Collect usra member data on needs and engagement with organization

Organize and facilitate Sub-Chapter Tarbiya Executive Committee meetings.
Follow-up with each committee member, as necessary.

Takes certain decisions/issues/proposals to Sub-Chapter ED and Sub-Chapter Executive Council (EC) for approval (See Sub-Chapter Executive Council Protocol).
Attend the EC meetings.
Inform Tarbiya Executive Committee of Sub-Chapter ED/ EC updates.
Directly updates and communicates with the Chapter Tarbiya Director.
Attend the Chapter Tarbiya meetings.
Inform Tarbiya Executive Committee of Chapter Tarbiya updates.
Directly updates and communicates with the Chapter Tarbiya Director.
Attend the Chapter Tarbiya meetings.
Inform Tarbiya Executive Committee of Chapter Tarbiya updates.
2. Assistant Director (**Not Required, but Preferred)
Assists Tarbiya Director with responsibilities and duties.
Fulfills role of director, in absence of Tarbiya Director.
It is PREFERABLE that the Assistant Director NOT hold another position on Tarbiya Executive Committee.
Follows-up with Chapter Tarbiya Department regarding issue related to membership and dues.
Coordinates with Membership Liaisons regarding issues of membership issues at the sub-chapter level.
Follows-up with Membership Liaisons in terms of contacting members for missing information and payment of dues.
3. Administrator (*Required, MUST be paid if Director is not paid.)
Responsible for taking/writing Tarbiya Executive Committee meeting minutes.

Updates/Informs/Announces to general members about upcoming Tarbiya-related events (e.g. upcoming workshops, Camps, MMM, conferences, conventions, etc.) via e-mail and text.
4. Membership Liaison
Reports to and Coordinates with Assistant Tarbiya Director regarding membership.
This person should be able to speak both Arabic and English fluently to speak to most/all of MAS MAS-NY Subchapter members.
There should be two membership liaisons, 1 brother and 1 sister.
Membership Liaison is responsible for contacting personally those members who are delinquent or NOT complying or have difficulty with submitting membership information and payment of dues via e-mail, text, AND phone.
5. Naqeeb Coordinator (Preferred position in a large subchapter/region)
Main role is to follow-up with Naqeebs.
This person should be a Naqeeb himself/herself.
Should have or find an assistant to help fulfill role in case of absence and maintain consistency and continue work.
Is the Tarbiya Executive Committee representative to Naqeebs.
Sits on Naqeeb Council but preferred NOT to lead the Naqeeb Council.
Updates Tarbiya Executive Committee on Usra Status.
Follows-up with ALL Naqeebs regarding missing member information.
Pushes ALL Naqeebs to make sure Usra Members submit membership information for database are paying their membership dues.
Inform Naqeebs of new updates, announcements, or upcoming events via Naqeeb Council.
Coordinates with ALL Naqeebs via Naqeeb Council regarding details of monthly revives to the assigned naqeeb/usra/individual and collect revive attendance.
6. Naqeeb Council/Naqeebs (Part of the Executive Tarbiya Subchapter Team in a small Subchapter; otherwise under the purview of Naqeeb Coordinator in a large Subchapter.)
Purpose of Naqeeb Council is two-fold:
Administrative
Training of Naqeebs
This council is NOT an Usra, and therefore does NOT follow the guidelines/curriculum/structure of the Usra System, e.g. there is NO Naqeeb that LEADS this entity.
Facilitated by a Naqeeb Counselor.
Collect information from MAS MAS-NY Subchapter Members for Database.
Collect yearly usra surveys.
Create schedule for the Revive Topics.
Follow-up and Organize social activities or trips, among themselves.
Follow-up with Naqeeb Coordinator on major member difficulties or special occasion.
Note: Adding any NEW NAQEEB or a NEW USRA MEMBER will be subject to Tarbiya Executive Committee Approval.
